Dr. Pamela Marie Spiteri

Directorate for Strategic Planning and Foresight 

Dr. Pamela Marie Spiteri is an education futurist and policy strategist, serving as a Director within the Directorate for Planning and Strategic Foresight at Malta’s Ministry for Education, Sport, Youth, Research and Innovation. With over two decades of experience in education practice, policy, planning, and reform, she works at the forefront of educational transformation and evidence-informed policymaking.

She has played a central role in shaping Malta’s National Strategy on Early Leaving from Education and Training (ELET), including the development of the Family, Community, School Link (FCSL) Programme which is a new measure adopting an inclusive, whole-school approach to tackling ELET, and recipient of the National Public Service Inspiring Social Responsibility Award. Dr. Spiteri also leads the Ministry’s Transformation Hub and plays a key role in the Malta Education Foresight Forum, supporting systemic change through participatory practice, research, and strategic foresight.

Dr. Spiteri contributes actively to European and international education networks and publications, advancing equity, inclusion, and future-oriented education systems. She holds a PhD in Education and Social Justice from Lancaster University. Her research focuses on educational equity across policy, teaching, learning, and assessment, with particular attention to futures literacy, achievement, social justice, early leaving from education and training, parental engagement, and strategic foresight evaluation. She leads several research initiatives, including the Ministry’s collaboration with the OECD Centre for Educational Research and Innovation on the Future of Teaching and Learning project and the ongoing Curriculum transformation TSI research project with UNESCO.
