Reflections on the Conference

The Directorate for Planning and Strategic Foresight within the Ministry for Education, Sport, Youth, Research and Innovation (MEYR) was pleased to host EduVoices 2025, the first edition of a new annual conference series promoting integrated strategic foresight approaches. The event took place at Xara Lodge, Rabat (Malta) between 20 and 24 October 2025.

EduVoices 2025 focused on addressing Early Leaving from Education and Training (ELET) by bringing together educators, students, and policymakers to elevate person-centred voices and apply foresight methods in designing more engaging and inclusive learning environments. The conference served as an integrated platform for dialogue, reflection, and action, encouraging all participants to co-create a shared vision for the future of education in Malta.

Participants had the opportunity to:

  • Envisage the present and possible futures of education through foresight tools;
  • Lead by engaging with lived experiences, data, and policy insights on the seven key ELET risk factors, explored through student personas;
  • Transform by co-designing strategies that foster inclusive, future-ready education;

Pre- and post-conference workshops, led by the Centre for Educational Research and Innovation (CERI) at the OECD, focused on The Future of Teaching in Malta. This foresight-driven research initiative will culminate in an OECD publication featuring Malta in 2026, further positioning the country as a leader in applying foresight to educational reform.

EduVoices 2025 concluded with a shared commitment to transform education through collaboration, foresight, and inclusivity, setting the stage for sustained dialogue and collective action to ensure every learner in Malta is supported to thrive and remain engaged in education.
