The Malta Education Foresight Forum (MEFF) was launched on 14th October 2024 as part of Malta’s National Education Strategy 2024–2030. Emerging from Malta’s involvement in the EU-funded LIMinal Project alongside Lithuania, Italy, and the Organisation for Economic Co-operation and Development (OECD), MEFF aims to enhance strategic foresight in education, ensuring Malta’s system remains innovative, adaptable, and future-ready. It anticipates and addresses present and future educational challenges by engaging educators, policymakers, and stakeholders.

MEFF operates through three key components: the Steering Committee, the Network of Experts, and the Transformation Hub. The Steering Committee oversees strategic foresight, identifies trends in technology and demographics, and ensures stakeholder participation in policymaking. It emphasises capacity building and continuous monitoring. The Network of Experts, including the OECD and the Centre for Educational Research and Innovation (CERI), provides expert knowledge, conducts research, and supports policy development through trend analysis and risk assessment. Their work enhances innovation and stakeholder collaboration. The Transformation Hub is an experimental space where educators and students test new educational concepts and technologies in a controlled environment, fostering hands-on learning and adaptability.

A key outcome of MEFF is the establishment of policies like the Homework Policy. Through the integration of research, feedback, and innovation, MEFF ensures Malta’s education system remains progressive, inclusive, and equipped to tackle future challenges.
